In Manteo This Year, Halloween Starts With Wooden Boats on the Waterfront

"We have this walkable social district, and I wanted to create something that lets adults be adults among other adults and also be family-friendly while supporting local causes." That is Geno Seay, owner of Lost Colony Tavern, explaining why he turned his Halloween pop-up into a town-wide event instead of keeping it at his own bar.

This year, that walkable downtown has to hold two events on the same Saturday. The Town of Manteo's Wooden Boat Show and Halloween Island's final night both fall on October 31, 2026. That happens because of the boat show's calendar rule, not because anyone planned it. The two events overlap for one hour in the late afternoon.

Why the Boat Show Landed on Halloween

The Town holds the Wooden Boat Show on the last Saturday in October. Last year that was October 25, the date of the 13th annual show. In 2026, the month ends on a Saturday, so the last Saturday in October is Halloween.

The show runs from 9 a.m. to 5 p.m. and is free. It's based at the Roanoke Island Maritime Museum, 104 Fernando Street. Boats sit on land at George Washington Creef Park and in the water around the Roanoke Marshes Lighthouse. Any wooden boat can enter, whether newly built or restored. Judges score entries in two categories: owner-built/restored and professionally built/restored.

The day ends with a dinner on Saturday evening, where the Town presents the People's Choice Award and the H.A. Creef Award. The H.A. Creef is a perpetual award for the best overall boat. The Town has not published the dinner's time, location or ticket details. Builders and owners who are staying for the awards should check with the Roanoke Island Maritime Museum before making plans for the evening.

On any other year, that dinner would be the only thing happening in town that evening. This year, Halloween Island holds its biggest night at the same time.

Halloween Island Has Been Building Toward This Night Since October 1

Halloween Island runs every day from October 1 through Halloween night. It's a month-long charity bar crawl, now in its third year, and this year's theme is "Rise of the Moondog." October 2026 has five weekends, and the event runs on weeknights too. That's a change from 2025, when Outer Banks Voice reported that participating businesses took part Thursday through Saturday.

More than a dozen restaurants and bars dress up as themed Halloween stops for guests 21 and over. Guests walk between them through downtown and the social district. A Haunted Ghoul Bus serves the couple of stops just outside downtown. The Outer Banks Visitors Bureau and Kellogg Supply are the presenting sponsors.

Most of the themed names are puns on the real business, so it helps to know which is which before you go:

The month ends with the Halloween Night Street Party in historic downtown Manteo on Saturday, October 31. It starts at 4 p.m., and listings describe spooky streets, bars, restaurants and shops, with trick-or-treating for adults. One published 2026 schedule lists the party running until midnight. The same schedule lists a Halloween Night Spooktacular with Monster Chezze at Lost Colony Tavern from 8 to 11 p.m. No 2026 notice has been published yet about street closures, a costume contest or a music lineup. The Hour Between 4 and 5 p.m.

The party starts at 4 p.m., and the boat show closes at 5. For that hour, both events share the same few downtown blocks. The boats are still on the lawn at Creef Park and in the water by the lighthouse while the themed bars fill up a short walk away.

That hour also tells you how to plan the day. If you want to talk with a builder about planking or varnish, go in the morning, when the show has just opened and the evening hasn't started yet. If you want to see the boats and then stay for Halloween, arrive around mid-afternoon and walk the waterfront before 5.

Plan parking for the whole day, because the cars from both events overlap too. Besides on-street spaces, the Town lists seven public parking lots within walking distance of the boat show. The 2026 Halloween Island coverage also suggests that overnight guests park once and get around downtown on foot all weekend.

The Social District Sets the Limits on Drinks Outdoors

Many Halloween Island stops are inside the Manteo Downtown Social District. On October 31, the district's rules decide where a drink can go, and they reach past the bars. The Town's published rules:

  • Hours: 10 a.m. to 10 p.m. daily.
  • Cups: non-glass, 16 fluid ounces or less, printed with the seller and the district, and carrying "Drink Responsibly - Be 21" in at least 12-point type.
  • Purchases: you may carry only drinks bought from a district seller and served in a district cup. Sellers can sell two beer or wine drinks, or one liquor drink, at a time.
  • Boundaries: finish or throw away your drink before you leave the district. You can carry it into a business only if that business allows it.
  • Town property: open containers are not allowed on property the Town owns, occupies or controls, and that includes parks.

Two of these rules matter most on Halloween. First, Creef Park is a Town park and the main land display for the boat show, so it is not a place for to-go cups. That holds for the late-afternoon overlap as well. Second, the district closes at 10 p.m., but the street party is listed until midnight. After 10, any drink stays inside the business that served it.

The Town lists these district sellers: 1587 Restaurant & Lounge, Lost Colony Tavern, NouVines, Olives A Greek Kitchen, Old Tom's Beer Wine & Provisions, Ortegaz, Outer Banks Distilling, Poor Richard's Sandwich Shop, The Pioneer Theater, The Stockaide General Store, Vineyards on the Scuppernong and Vicki B's.

Two Stops Taking Part for the First Time

Both newest names on the Halloween Island roster opened after last Halloween.

Vicki B's Restaurant & Market opened to the public in November 2025 at 301 Budleigh Street. Owner Vicki Basnight set it up for lunch, dinner, weekend brunch and grab-and-go. It is now a Social District seller and a Halloween Island stop. So a restaurant that is less than a year old will be part of the town's busiest night of the year.

Salt & Cypress Kitchen and Cocktails moved into the former Stripers space in November 2025 and was open by Thanksgiving. Siblings Bridget and Ryan Karg own it. By June 2026, all three floors were open, including dockside dining and private event rooms, at 1100 A S. Bay Club Drive. For Halloween Island it becomes The Masquerade, one of the couple of stops just outside downtown that the Haunted Ghoul Bus reaches.

There's one note on weather from last year. In October 2025, Madame Olive's co-owner Nicole Patten told Outer Banks Voice the kickoff was "amazing." She said the weekend after was quiet because of storms, though some guests still came out in ponchos. An outdoor boat show and a street party both depend on that Saturday's forecast.

The October Weekends Before the 31st

The rest of the month on Roanoke Island leads up to that last Saturday:

  1. October 10, 17 and 24: the Island Farm 15th Annual Pumpkin Patch, 9 a.m. to 3 p.m., at 1140 N. U.S. Highway 64, with a makers' market and historic demonstrations.
  2. October 14 to 17: Bluegrass Island at Roanoke Island Festival Park. A free kickoff on October 14 at 104 Fernando Street, the same address as the boat show, features Songs From The Road Band and the Monroeville Band.
  3. October 23 and 24: the Halloween International Film Festival at Roanoke Island Festival Park.
  4. October 24: the 10th Annual Dare to Scare 5K and Sweet Treat Fun Run at the Coastal Studies Institute, 8 a.m. to noon, and HarborWeen at Wanchese Marina, 3 to 7 p.m.
  5. October 30: A Night of 1587 Pumpkins at the Elizabethan Gardens, 5:30 to 9 p.m.

The waterfront has events right after Halloween too. On Sunday, November 1, the Roanoke Island Historical Association holds the Roanoke Island Oyster Shellabration & BBQ, 1 to 4 p.m., at Safe Harbor Marina & Tiki Bar, 708 Harbor Road in Wanchese. First Friday returns downtown on November 6 from 6 to 8 p.m. The Town's Merry Market at Creef Park follows on November 20, 5 to 8 p.m., with a food and coat drive supporting Manteo Police.
